For example, Hamilton (1978) showed conceptually that zoning could help local jurisdictions provide efficient levels of public services and allow homebuilders to sort so that housing consumption was efficient, too. However, Barseghyan and Coate (2013) recently showed that this conclusion does not hold in a dynamic context in which existing structures are exempted from any new zoning regulation.
